I might be wrong, but I think it depends on whether or not there is unclassified/public satellite imagery available for Google to use. This reason would also explain why you can't zoom-in on certain cities or areas, but instead get that "this area can't be focused any more" message all over the screen :( That's my .0002% Ves B)
