Hello , in my opinion , these are Markings for the different plates and so on . Later these white Dots were changed to Numbers , like 134L , for example . They were Canada Customs seals to prevent anything from being smuggled into Germany when the Hornets were first flown to Germany in 1985. It was the only time I know of it being done.
