Your best bet is to not only put the decals on first, but to seal them with a second gloss coat before doing the wash. This helps protect the decals from the wash and avoid any possibility of the wash bleeding under them.

Just my 2 pennies here. I use MM or WEM enamels and artist oils for my washes, which is reduced with solvent based "turpnoid". Therefor I use an acryl based clear coat, "Future" or Testors Acryl Clear. That way when one finish doesn't adversly affect the other.
