I don't know about F-4s, but I'd suggest the tonal differences there are down to weathering more than anything else. You can see that the lighter Phantoms have fresher paint and thus are less weathered than the darker ones. I do know about Typhoons, however, and I know for a fact that the specified colour for the German Typhoon is FS 35237. That is the colour that is on the painting instructions for the aircraft. No idea, however I doubt it would make any difference as FS 35237 is a specific shade in the US Federal Standard and the paint would have to be that shade to be accepted.
