Most intelligence agencies in the world have very capable "art" departments that build models, props, concealing devices for communications gear and listening equipment, etc. I would imagine NGIA would definitely have some people whose only job is to build models of important buildings and structures like this, based on satellite and photo reconnaissance. For a very interesting read on the kind of work these departments do, I suggest the two books by retired CIA officer Tony Mendez ("Spy Dust" and "The Master of Disguise").
