Can you change the shade of a decal?

You can do a filter color over it. Apply the decals as you would normally do so. Use a paler version on the base camoflage color, thin it more than you would normally do so. Using a double action airbrush and low air pressure, lightly go over the decal with the paler camo color, not enough to cover it completely, just lightly, a few passes at a time. This will give the decal a faded look. Its easy to overdo it, subtlety is the key. You can even use what paint is left over to fade out the overall paint a bit and it will help blend in the colors. If your thinking "one more pass oughta do it... stop right there and dont that one more pass. As with any new techniques, its best to practice on an old unwanted model or some scrapped parts to get a feel for it.

you can also do that filter coat by brush with oils using a lighter shade of the decal colour (or a light grey or tan or whatever for tthe effect you're looking for). you can feather and blend oils really nicely and you've got plenty of time to get it right because of the slow drying time for oils. The drawback - the slow drying time for oils.

It all depends on the size of the decal. In 1/32 scale before applying the full wing lozenge decals sheets one can slightly alter the final appearance by painting a light or dark solid color on the wing first. These decals seem to be a bit translucent and the background color does make a difference. It would be a good idea to experiment with different solid colors using some older lozenge decals you do not intend to use to see what happens.
