Over here, it's an inhibited form of acetone. Test on scrap first. Another option is a penetrating oil like WD-40. Decant some (just spray it into a small container) and try it on scrap. Or try applying creamy peanut butter to the area and wait a few days to a week. (Yes, very odd, but there's something about peanut oil. The "butter" helps hold it in place, like a poultice.
