F-15C antenna/bulge above nose

Another semi-related question - what's is the purpose of that light colored rectangular panel aft of the radome? Barely noticeable in some pics, more evident in others, including the pic above.

Those are the planar receiver antennas of the AN/ALQ-128 EW Warning Set.

This isnt related to the ECM antenna bulge above the nose but what is the antenna cirlced in red used for? I assume it is part of the ECM suite but it appears to be lacking on A/B/Es and present on C/Ds. Also when was the angled antenna to the front of it installed and what is it for? I assume again that it is part of the ECM suite but maybe it was installed during MSIP?

The circled antenna is one of two lower ICMS (Internal Counter Measures System) Band 2 antennas. The angled antenna is an improved UHF/VHF antenna which I believe was part of MSIP II.
