If you are into electronics, you can of course use a small but bright led here. I've seen this kind of arrangement on some HO scale model railroad where a blinking led with quite a realistic blinking pattern was simulating welding.

I was more looking for using the "sparks" in the photo to simulate rifle/tank caliber rounds hitting armor.

 

I was also hoping to simulate the moment a weapon is discharged, including the casings ejected from infantry weapons.

Sure about that? I'd be curious to see other shots of that build because I would have said it was done with thin fiber optics and a well placed LED but maybe not. If it is PS I'm disappointed too.
