F/A-18C's without wing insignia?

I'm working on a Hasegawa 1/48 F/A-18C and plan to do it in Desert Storm markings for VFA-81 Sunliners using the Bullseye sheet. They state, and photos seem to confirm, that there were no national insignia on the wings. I'm wondering if this was a widespread practice.

It happens more than you think, depot forgets to paint it on. Heck our unit had one with the National insignia painted on backwards!

There is also the "didn't-get-around-to-it-yet" factor.  I photographed one of VFA-41's Super Hornets about a decade ago, and there was zero stenciling on one of the horizontal stabs, the other one bearing full stencils.  Not sure if it had been repainted or the whole section replaced.
