Which 1/48 Tamiya F-16 kit can be used to make a F-16A / B MLU?

You need one with the small NSI inlet and P&W engine. You will need to go aftermarket or kitbash for the vertical tail base and, depending on your goals, do a ton of rescribing. 

 

IIRC the Tamiya Aggressor/Adversary boxing #61106 has both inlets and both engines.  There are no 2 seater Tamiya kits so again aftermarket or kit bash the cockpit & canopy.

Tamiya F-16C block 32/52 Thunderbirds is a good starting point which will eliminate the need for painting the inlet duct. 

Alternativelly the F-16C block 25/32 which gives you additional A2G weapons. 

Then lastly you have the F-16C/N which can be built as small mouth block 25/32/42/52 or be converted to F-16A, or be built as block 30/50

Spotlight was not part of MLU. Only certain countries had the spotight option, those that did that then went with MLU retained the spotlight. It was not added to those that did not already have it.
