The only F-16s to carry PAVE PENNY were early Israeli jets and the charcoal lizard CAS demonstrators.

 

For HARM you want the HTS pod like Niels mentioned, it does look similar to the PAVE PENNY pod.

IIRC the F-4G / F-16C "Hunter Killer" SEAD teams in your pic were Block 30 F-16s.  You can also build a Block 30 from the Hasegawa V10 kit.

 

Later, the integration of the HTS (HARM Targeting System) pod with the Block 50/52 jets gave the F-16 stand-alone SEAD capability, no F-4G hunter killer teams required.

 

So, both Block 30 and Block 50 jets operated out of Spang (at different times) carrying HARM, Block 30s teamed with F-4G, then Block 50 with HTS pod.

Don't think any kit gives you a Pave Penny pod?  Isracast make an Israeli F-16A update set that includes the "scab on" chaff and flare dispensers as well as the Pave Penny pod and intake pylon.

No. The reason is that beyond the USAF testing and Israeli use, noone else used this on the F-16. And in all fairness, it's not that often found on Israeli F-16's either from what I've seen.

The same kit. Externally the block 30, 40 and 50 look the same. 

 

The block 40 however has a different HUD. 

Also the block 50 has internal wing strengtheners which can be seen as small "bulges" on the wing/fuselage joint. On block 30/40 these are external through strengthener plates added later in life. Tamiya has the internal strengtheners moulded in, they are easily sanded down. Tamiya also has kit showing the correct HUD of the block 40/42. 

(block 25/32/42/52 used PW engine, while the block 30/40/50/60 uses GE engine) 

 

Academy's F-16 has part that allows you to build a F-16A block 15 or C from blocks 25/32. 

Hasegawa's F-16 has parts that allow you to build an F-16C block 30/32/50/52 - its missing the correct HUD to make 40/42, but there is aftermarket for this. You also need the strengtheners depending on time frame, but nowadays all blocks except 50/52 has these. 

Tamiya is top of class, and has all the right parts for each block depending on boxing. You still need the external strengtheners but again these are aftermarket anyhow.

This is also done to MLU'ed F-16A/B's and block 25/30/32 F-16's as part of their upgrade.

Yes, the block 40/42 carried both pods, but not during Dessert Storm - it was too new at the time. 

There is plenty available in both scales, Hasegawa Weapons set has them amongst others, the F-16C kit is another (boxing dependant) 
Search for AN/AAQ-14 and/or AN/AAQ-13 - you can see them in the Hasegawa Weapons kit D

Yeah no sorry I read up about the Block 40/42 version that gave LANTIRN capability and managed to trace some of the build numbers to Aviano but I wasnt sure if they actually had an used them there or if their jets were just capable of but never used both the nav and targetting pods because Ive managed to find so few photos of a jet carrying both pods
