BAM models has a conversion for all the newer types of F-15's including the EX. Various options depending on whether your preference is the Revell, Academy or GWH kit as basis for the conversion 
1/48 F-15 “The next Generation” for GWH – BAM Models (bam-models.com)

 

Not building 1/72 so can't answer for this scale. 

 

As the F-15EX gains momentum it's more than plausable that a full kit will eventually be released, but for the time being you'll have to go by conversion sets.

I am sure there will be an 1/48 F-15EX kit at some point; all it requires is an additional sprue for most F-15E kits out there.

BAM Models currently has great conversion kits for the GWH and Revell kits.

 

I (Caracal Models) will also be releasing a 3D-printed conversion kit exclusively for the 1/48 scale GWH kit in the next couple of months, along with a new 1/48 scale sheet with markings for operational/test USAF F-15EX and Qatari F-15QA.

I have heard that on the American F-15EX that those sensor pods right below the canopy, don't have anything in them. Only on the export versions have various sensors put in them

Im assuming you would have to start with the GWH F-15E kit?

I would guess a RADAR warning receiver of some sort. 

 

The question I would ask is it empty because it wasn't needed for the test program?  That's a "bolt on" item, so leaving it on without the electronics wouldn't make any sense.  Removing it for aerodynamics would be a logical move if the electronics are not there and are not going to be installed.

I don’t think there’s anything in the cheeks at least it’s not the same as what’s found in the F-15SA or QA.  I saw F-15EX number 1 at air venture and there now MAWS sensor showing at all.  Just a blank cover

BAM has different conversion sets for either Revell, Academy or GWH. I only provided the link to the GWH conversion set though. Check his webpage for full details BAM Models – More detailed scale models, easily (bam-models.com)

You are correct. on the F-15QA, it is part of the Common Missile Warning System. The USAF did not install this system. However, in order to field the EX faster and cheaper, it was decided to leave the mounts on the EX rather than deleting them and having to re-program the fly-by-wire computers. This comes directly from the Portland Air National Guard.

Things like this amazes me!? Here you have a new kid in town with other nations paying for the development, and then you go and do not install the full suite? 
OK, you can modify and have it installed later but why wait?

The warning system detects a missile plume only and on the QA there are sensors which provide 360 degree coverage.  Also the sensor housings near the cockpit create a lot of noise when above 500 knots.  This was what a good friend of mine told me who was a Boeing F-15 test pilot for nearly 2 decades.

$$$ and politics, why do it right the first time when you can get paid to do it multiple times, big money in upgrades.

I heard the same thing from somewhere.   I think it was a YouTube video on the EX.
