Polish F-16 ECM pods

They're not. 
The Polish F-16's carry the ALQ-211(V)4 electronic warfare suite, which I understand is installed in the base of the tailfin. This would replace the need for external pods. Future upgrades will likely include further upgrades. 

 

In general, the tailbase of the F-16C/D was expanded to allow inclusion of ECM gear, however the USAF never implemented this, leaving the tailbase largely "empty". Instead even USAF F-16 carry external pods for ECM countermeasures.

That would have been the ALQ-165 ASPJ system. It was eventually installed in South Korea's F-16C.  It was also used on the F-14D and F/A-18s for Finland Switzerland and (I think) Australia.

As a side note: The RNoAF F-16A/B's were seen carrying the ALQ-131 pod, however these are just the shell of the -131. The inside is apparently modified/upgraded to the -211 standard, ie much more capable than the original -131 jammer. As time goes and electronics take less and less space, you get more bang for the buck within the same space than the past. So it will also be with the ECM installed in the tailbase.
