couple of options I have used over the years

-super glue or epoxy the wheels to the base

- drill and glue pins into the bottom of the wheels and then glue them into holes in the base. simple push pins cut to length works fine

-for the more adventurouse, but secure fit, drill and glue a small nut into the bottom of the wheel, then drill a hole and use a bolt from the bottom. This makes for a very secure hold but also allows you to remove the model. I did the once and I was able to keep the model on a shelf at home and store the base, and then set it up when I took it to events. I was in my teens and I do not have any pictures left of the setup. It was a 1/48 B-17 Memphis Belle and i have it all done up in a base with a hardstand, bomb truck, and a crew waiting around.
