sorry i dont know what is a tac rag?and how do i remove dust on my brushes?

Does anyone know any tips for a 14 year old modeller that dont want dust on the paint!!! im getting nuts! ps. im french so it hard to make good sentence...

lol i had a bigger gaps on one of my revell/monogram p-40. but it that time a had no putty!so i melted plastic to in the gaps,it was really hard!!!
