The pictures I've seen show that the F-16I uses a GE engine, where the F-15I uses two Pratt & Whitney engines. I've never heard anything about the P&W engines having carbon fiber turkey feathers, so I'm going to say 'probably not' to your question. I'm no expert on either aircraft, so I could very possibly be wrong. But in any case, the GE engines and P&W engines definitely don't use the same turkey feathers.
