I recently came across a video of a kind of spraying device mounted on the left side of a USAF C-130, something I've never seen before.

 

Do you know what is it?

First thing that came to mind was a fire fighting system... but I didn't know that was a service carried out by USAF too

They sure do. The ANG/AFRes has a large part of the mission. California, Colorado, Wyoming and Nevada. 
Of more interest is this proposal for the C-27J to join the fleet of aircraft. Could be great for Europe.

I missed the "could be great for Europe, I thought he was talking about the US.

 

My understanding is the C-27J doesn't have great hot weather performance, so making it a MAFFS bird might be dicey.
