Does the AF use 1000lb bombs at all??

The F-22 does. As far as I know though, they are the only one. There is no reason why the F-15E couldn't carry them, they just wouldn't. The AF does not have 1,000 pound bombs in thier "regular" inventory, and haven't since around the Vietnam timeframe.

Were the F-15E to carry them, they would be limited to LCT-1, LCT-3, RCT-1, RCT-3 (the front and back lower CFT pylons) and stations 2,5,8 (wing and centerline stations) as those are currently the only pylons wired for "smart" weapons at this time.

In addition, like any other store they would have to go through computer and flight testing to ensure that their carriage and release present no problems. That costs money.
